User Policy item
User Policy is a passive item in Glacier's Laboratory, a mod for The Binding of Isaac.
Description
Grants a ability that enhances starting active items and unique for each character.
This item self destructs and spawns a random quality 0 item, if one of the following conditions is met:
• The character don't have a starting active item.
• The character has a starting active item, but has no compatibility yet.
• The character no longer holds starting active item.
• The character respawns as another character.
• Achieve the special self destruct condition for that character.

Heals 1 coin heart if  Wooden Nickel doesn't spawn a coin, otherwise has a 50% chance to spawn an extra coin.

Using  Void has a 45% chance to turn trinkets and pocket items on the ground into negative version.
The chance is guaranteed if if current room doesn't contain any item. (Check out  Quantum for more details about negative trinkets and negative pocket items)

Using Book of Virtues spawns 1-2 extra wisps.
If soul charges are used, guarantees to spawn 2 extra wisps and causes her to emit quantities of small blue flames. Each blue flame deals (10 + DamageStat) and lasts for 1.5 seconds. User Policy self destructs if Book of Virtues turns into passive.
